Tire Trivia: Most Flat Tires

Do you know the city with the highest number of flat tires?
I'm just curious.

This could get into a big debate depending on how you would define what you are counting.
It would make sense, in one way, to consider that a city such as Bejing, or Shanghai, in China which have several million vehicles on the road (I think I heard something like 12 million in rush hour) would have a lot of flat tires … just because of the number of vehicles.
On the other hand, you might be more interested in knowing how often drivers in a city experienced flat tires compared to another city. Maybe because of poor road conditions, one place might experience, for example 1 flat tire per month for every 10 vehicles, where another place with better roads might only have 1 flat per month for every 100 vehicles.
Another way of looking at this might be the number of flats which occur in relation to the number of miles (or kilometres) driven. A place with good roads might have 1 flat for every 20000 driven and a place with poor roads maybe 1 flat for every 100.
Of course, I'm just making up figures to show the contrast, but I hope you can see that there are several different ways of looking at this.
