If I am reading your comment correctly this is the 4th tire that has had a bubble on it, that you have owned.
The first question that comes to my mind is if this bubble always is seen on the same tire. That is, is it always on the front passenger side wheel, or some other position that is always the same. If that is the case, then I would suspect that something is happening which affects the tire in that position and it is not the fault of the tire being faulty, but rather it is receiving some kind of damage.
Bulges on the sidewall of tires are frequently caused by an impact of something on the side of the tire. It could be, for example, running into a curb, or a tree root, or a rock. It may be something that you didn't even notice when it happened, or if there is more than one person who uses your vehicle, it could be something that the other driver might have caused.
Since you are using Goodyear AT/S tires, this suggests to me that you may be driving off-road or on unpaved roads where these kinds of accidents can happen more often than on a paved road, but still, having had this happen 4 times would make me wonder where and how your vehicle is being used that might cause this kind of thing to repeat.
