Perreli tire cupping

I have a roaring in my tires since I had them rotated and I have never had this before. These are Perellin tires with 10k miles on them Discount Tire said this was cupping and would go away. I have driven over 1000 miles since I had them rotated and the noise is no less than when they first rotated them Do I have a legitimate complaint or does Discount Tire bear no responsibility?
