I am sorry that you were told this may not be normal but I suspect his perspective came for seeing tires that were removed from the wheel. You have described an issue that IS very often found on new tires from most factories including Goodyear. The indentation is ordinarily caused by the the tension of the radiall ply being slightly tighter in that and possibly other sections of that tire. A bulge is clearly no acceptable at all, ever. Often a person will see the indentation and then think the part of the tire next to the indentation is a bulge however if you check you should find that the tire then continues at that same plane until the next indentation if there are any others. There is also an appearance of an indentation on spare tires that were carried under the trunk by use of a carrier that puts pressure on the inflated tire. Those marks will over time diminish and should not be visable at all. I am very comfortable that a professional tire person did look at the condition you described and told you it was perfectly normal. Had there been any evidence of a bulge he would have replaced the tire even if it had been caused by a road hazard injury.
