Are there federal or state (NV) laws mandating load rating for tires on light duty trucks? I drive a 2005 Chevrolet 2500HD Duramax which calls for a load range E tire. I was sold a PASSENGER tire (P245/75R16 AT) by recommendation of a Goodyear tire shop. While towing a travel trailer the tire exploded causing a good amount of damage to my truck (not surprising huh!). Any help concerning this would be greatly appreciated.

There are no laws which seem to deal with the kind of issue which you describe.
You may or may not have bought inappropriate tires.
Part of this depends on what kind of conversation you had with your dealer concerning the driving you normally did, and what conditions you wanted to be ready to handle. Did you tell your dealer that you'd be hauling a heavy trailer, for example?
Even so, another part of this situation depends on whether or not you adjusted your tire pressure between when you were running without the trailer, and later when you were hauling? If were given appropriate tires but you didn't adjust your pressure that's what caused the explosion ... from the little you've told me the tire exploded because it was not inflated sufficiently to meet the load requirements you were placing on it.
