It means you're looking on the wrong side of the tire, if you want to know when the tire was manufactured. The full DOT code is 12 characters long, and is only embossed on one side of a tire, due to the costs of maintaining two sets of date molds. Look on the other side of the tire and you're likely to encounter the complete 12 character code.
