Tire sizing comparisons

Your base information is off. A 4.00-10 tire will measure 4.21" wide when inflated, and therefore is more comparable to a 100/90-10 (approx 4-1/8" wide) or 110/90-10 (just under 4-1/2" wide) when inflated. A 120/90 tire is just over 5" wide when inflated.

Many scooters do spec the 3.50-10 tire, which is actually 3.78" wide inflated, and comparable to a 90/90-10.

4.00-10 Tire v/s 120/90-10

The size 4.00-10 means that the section width & height of the tire is 4 in. Where as in 120/90-10 tire means that the section width is 120mm and the height of tire section is 108mm. So in this case the section width and height of tire is more. Which may effect your fitment in the vehicle.
